Trash cart placement

Knowing where to store residential trash and recycle carts has been a topic of debate in Harrisonville over the past few months.

At the January 4, Board of Aldermen meeting, the Board approved changes City Code Section 240.260, which talks about trash cart placement for residential properties. 

With these changes, all trash carts, recycle carts and large trash items that are not kept inside a garage or accessory building but are instead kept outside, may be set a maximum of two (2) feet from the front walls or side walls of the home, garage or accessory building. 

With their vote, the Board also changed the rules for the placement of large trash items. When the changes go into effect, all large trash items, not including trees, branches or stumps, must be collected or removed within one (1) day of being placed outside. Trees, branches and stumps must be collected or removed within seven (7) days.

Please take note of these changes. 

City staff will begin enforcing these new guidelines on March 1, 2022. Failure to follow these new guidelines will result in a letter being delivered to the address. If this happens a second time, a citation will be issued. 

Read the full amended Section 240.260:

Section 240.260 Responsibilities of Owner, Occupant.

A. Containers. The occupant of every dwelling unit producing solid waste within the corporate limits of the City shall provide adequate and sufficient approved disposable or non-disposable containers for the storage of all solid waste, except bulky rubbish, and maintain such solid waste containers in good repair and the area surrounding them in a clean, neat and sanitary condition at all times. Containers shall be leakproof and waterproof. Containers which are to be manually lifted shall not exceed fifty-five (55) gallons in capacity, except that fifty-five (55) gallon metal or fiber barrels are not approved containers. Non-disposable solid waste containers which are not approved as outlined above will be collected, together with their contents, and disposed of. The weight of any individual container and contents shall not exceed sixty-five (65) pounds. Waste containers shall be placed at the curb line or at the roadway but the householder shall not place or allow said garbage or rubbish or solid waste container or bulky rubbish to be placed there prior to 5:00 P.M. on the day preceding the collection of same and shall not leave such solid waste container or bulky rubbish there after 9:00 P.M. on the day of collection.

Except for the aforementioned times, all solid waste containers and bulky rubbish not kept or stored in inside Dwelling Units, Garages or Accessory Building structures and kept or stored outside in front yards or side yards shall be a maximum of 2 (two) feet from the front walls or side walls of the Dwelling Unit, Garage, or Accessory Building structure.

All bulky rubbish, except for trees, branches, or stumps, shall be collected and/or removed within 1 (one) day of being kept or stored outside. Trees, branches, or stumps shall be collected and/or removed within 7 (seven) days.
