The City of Harrisonville is committed to the health and safety of the public and will maintain this commitment, as we transition out of the State of Missouri and Cass County Health Department Stay at Home Order.
On Monday, April 27, Governor Mike Parson implemented Phase I of his Missouri Show-Me Strong Recovery Order, which will be in effect from 12:01 a.m., Monday, May 4, 2020, through Sunday, May 31, 2020. Shortly after the Governor’s announcement, Cass County announced that they will be adopting and implementing the guidance from Phase I of the Governor Parson’s strategic reopening of Missouri’s economy. The order directs local public health authorities (Cass County Health Department) to carry out and enforce each provision of the order.
While businesses in Harrisonville were allowed to reopen on May 4, City facilities are remaining closed until Monday, May 11, as staff work to ensure that all departments put the proper safeguards in place to continue limiting the spread of COVID-19 in our community throughout the reopening process.
Here is a step by step look at the reopening procedures for City facilities.
CITY HALL
• Beginning Monday, May 11, customers may call (816) 380-8900 and schedule appointments for business that is more efficient when done in person. This includes: setting up utilities at a new address, making utility deposits, correcting payment issues, etc. All other business will continue to be conducted online or via phone. During this time, the bathroom will not be open, guests will only have access to the lobby and social distancing guidelines will be strictly observed. Those conducting business inside City Hall will be required to leave their name and phone number for contact tracing purposes, if a case is reported in connection with the facility.
• Beginning Tuesday, May 26, the lobby at City Hall will be open to visitors, without an appointment. During this time, the number of people allowed in the lobby at one time will be limited, to maintain social distancing, and guests will not be able to access other parts of the building. Those conducting business inside City Hall will be required to leave their name and phone number for contact tracing purposes, if a case is reported in connection with the facility.
COMMUNITY CENTER
• On Tuesday, May 5th, the Harrisonville Park Board agreed to open the Community Center on Monday, May 11. The Community Center will be following the “Show-Me Strong Recovery” guidelines set out by Missouri Governor Mike Parson and agreed upon by the Cass County Health Department. Signs will be posted at the Community Center entrance and throughout the Center, reminding patrons to maintain 6-foot social distancing regulations and to wash hands often. Community Center staff will vigilantly disinfect all areas during opening hours and before each day’s use.
• The Day Camp program will also open, following Center for Disease Control guidelines.
• The Tot Watch program will remain closed until June 1.
• The Youth Sports programs have been delayed until June 1, along with the South Metro teams in this league.
• The Playgrounds, outdoor Basketball Court and Skate Park remain closed until May 31, following state guidelines.
POLICE DEPARTMENT
• During this time, the lobby of the Harrisonville Police Department will remain open to the public, but social distancing guidelines will be strictly observed.
EMERGENCY SERVICES
• Beginning on Monday, May 11, the lobby at Harrisonville Emergency Services will reopen for essential business only, including: billing-related questions and bill pay.

During this time, residents will still have access to all online City resources and are encouraged to take advantage of online City services including access to certain permits, business license applications, payment of City utility bills and court fines.
Checks or money orders can be mailed or left in the drop box located on the front of City Hall, located at 300 E Pearl Street. Credit or debit cards can be used to make payments online by selecting the online payment option or by phone by calling 1-833-227-1750. Residents may also set up Autopay, which will schedule a payment to draft directly from a checking account on the 15th of each month, without any additional fees. NOTE: Autopay will continue to be a free-of-charge payment option, even after the pandemic has ended.

To encourage customers to maintain the Center for Disease Control’s social distancing recommendations, the City has (temporarily) removed the $4 credit card convenience charge for those customers paying online or by phone.

The City of Harrisonville fully supports the Cass County Health Department’s decision to follow Governor Parson’s order. The CCHD is the county’s public health expert and authority, and the City of Harrisonville will continue to support their efforts to keep the community safe. The Missouri Department of Health and Senior Services (DHSS) has activated a 24/7 phone hotline for the public or providers to receive information or guidance related to COVID-19.
