PUBLIC WORKS DIRECTOR
General Definition of Work
Performs work directing and overseeing the operations of the Public Works Department (Streets, Airport, Combined Water and Sanitary Sewer (CWSS), including the Water Treatment Plant and the Wastewater Treatment Plant). With the management of day-to-day departmental operations, supervise assigned division supervisors and subordinates. The position involves frequent internal and external contacts, requiring considerable public relations skill in handling and involving non-routine problems at times that require in-depth discussion and/or persuasion to gain concurrence or resolve problems. Interaction is direct with the public, contractors, vendors, other departments of the city and other governmental and non-governmental agencies.
Work involves setting policies and goals under the direction of the City Administrator.
Essential Functions
- Directly supervise operations leadership in our Public Works Departments and provide accurate and accountable performance feedback, performance reviews and hold the team of direct reports accountable to the same.
- Approves weekly invoices, purchase requests, and bi-weekly time sheets.
- Manage activities including program analysis, planning, implementation, and coordination responsibilities.
- Prepares and presents reports to a variety of internal and external departments, and outside agencies.
- Delegates work activities, monitors progress, and takes action to notify, document and correct problems to ensure completion of projects on schedule, within budget and in compliance with applicable city and other governmental requirements, and with adequate inter-office communication.
- Directs preparation of plans, specifications, estimates, and other documents necessary for construction contracts and requests for proposals for public streets, sanitary, and storm drainage improvements and other projects.
- Oversee all major and local street construction and maintenance projects, including WWTP, CWSS, and WTP.
- Selects, hires, and trains employees, plans, supervises, and evaluates the work of all assigned personnel, provides leadership in technical training and career development discussions.
- Assures related activities comply with established standards, requirements, policies, and procedures.
- Maintains current knowledge of codes, rules, regulations, and pending legislation related to department operations.
- Provides leadership and direction in the development and implementation of short and long-range plans including the department budget, control of expenditures, and the city’s Capital Improvement Plans.
- Plans, prepares, implements, and administers departmental regulatory compliance with local, state, and federal agencies to ensure adherence to established permits and rules.
- Supervises or leads others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.
- Performs supervisory work involving policy and guidelines, solving both people and work-related problems, requires continuous, close attention for accurate results and frequent exposure to unusual pressures.
- Setting internal policies, developing SOP’s and goals for the Public Works Department.
- Oversees administrative and technical issues related to the construction, operations and maintenance of streets and right-of-way, sanitary and storm water sewers systems, sewage disposal plants, and the water system.
- Submit weekly activity report to the City Administrator
- Suggests, makes edits, and prepares the City’s annual Public Works Budget with the assistance of Division Supervisors, manages the yearly budget.
- Must be courteous and helpful to customers, staff, and the public.

- Minimum Qualifications
- Bachelor’s degree in engineering, civil engineering, or related field.
- A minimum of five – seven years’ experience in and or closely related, and project management of public infrastructure to include the following: public buildings, park facilities, streets, sanitary sewer, and/or storm drainage improvements.
- Possession of a valid state driver’s license.

- Advanced knowledge of the principles and practices of transportation, traffic & storm water systems maintenance including the ability to perform project & program planning, budgeting, and execution/implementation.

Strong leadership skills needed to provide direction and feedback to staff. Advanced communication skills needed to prepare and deliver presentations, and to plan and conduct meetings.
- Advanced conflict resolution skills needed to diffuse situations and resolve issues. Ability to relate to and communicate with disparate populations and employee groups.
- Advanced skills needed to plan, organize, and coordinate the activities of a diverse department. Also needed to manage multiple projects concurrently while preparing for future projects.
Salary ranges from $83,432 to $133,491 per year, plus a generous benefit package.

STREET MAINTENANCE WORKER
General Definition of Work
Performs work repairing and maintaining streets, sidewalks, curbs, and street signs by replacing sections, replacing or repairing old or damaged signs, cleaning storm drainage systems, maintaining and operating heavy equipment, performing snow removal on roadways, and related work as apparent or assigned.

High School diploma or GED and less than a year of experience in street or equivalent combination of education and experience.
Special Qualifications
- Obtain a valid commercial driver's license Class B with tanker and air brakes endorsements in the State of Missouri within six months of hire. The city does pay and offer CDL Training.

- May require possession of, or ability to obtain, specific licenses and/or certifications depending on departmental assignment.

JOURNEYMAN LINEMAN
General Definition of Work
Performs work maintaining the City's power system by constructing and maintaining electrical lines and equipment, assessing power interruptions, evaluating problems, and restoring power, and related work as apparent or assigned.
Work is performed under the direction of the Line Crew Supervisor.
Essential Functions
- Maintains existing electrical lines; repairs broken lines, poles, cross arms, and transformers to maintain service to customers.
- Builds new lines, including setting poles, stringing wire, and hanging transformers or installing underground services or overhead services.
- Installs, maintains, and replaces streetlights and related fixtures; utilizes bucket truck and similar equipment.
- Maintains substations and checks controls, voltages, and wire console writing to measure proper voltage and amperage for customer requirements.
- Maintains warehouse and equipment; cleans warehouse and loads/unloads electrical service vehicles to have appropriate materials available.
- Operates various equipment; operates electrical service vehicles, aerial lift devices, and digger derrick vehicles.
- Must be able to ascend and descend poles in proper climbing gear to do essential functions as required.
- Restores electrical service to residential and commercial customers.
- Resolves emergency situations after hours, weekends, and holidays as needed.
- Required to travel to other cities for mutual aid for extended periods of time, when needed.
- Tree trimming and vegetation maintenance as required.
- Follows and adheres to APPA safety rules and OSHA regulations, handles Environmental Protection Agency (EPA) regulated equipment and materials.

Minimum Qualifications

COMMUNICATION OFFICER/DISPATCHER
General Definition of Work
Performs work answering emergency and non-emergency calls, dispatching appropriate resources to calls, updates and maintains unit logs, running identification information through department database, and related work as apparent or assigned.
Work is performed under the supervision of the Communication Officer Supervisor.
Essential Functions
- Answers emergency and non-emergency calls for service and gives adequate instruction until either Fire, Emergency Medical Services (EMS), or Police can get there; types all prevalent information into system while talking to caller and waiting for first responders to arrive.
- Operates radio systems to send units out while on emergency and non-emergency calls; uses radio system to check on first responder safety while on call and to relay information about call or subject they are with.
- Operates MULES system to run people for driving and warrant status and vehicles for registration and stolen status; checks for stolen guns, marijuana cards, entering property as stolen, and entering people as missing and/or wanted.
- Enters and updates warrants into MULES system, including wanted persons stolen vehicles.

- Obtain Missouri State Highway Patrol (MULES) and National Crime Information Center (NCIC) Certifications within six months of hire.

ANIMAL CONTROL OFFICER
General Definition of Work
Performs work maintaining the City Animal Shelter, patrolling streets for lose, wild, or deceased animals, issuing citations and warnings, caring for the animals in the shelter, completing paperwork, maintaining records, files, and the office, and related work as apparent or assigned.

FIREFIGHTER/PARAMEDIC

POSITION SUMMARY: Harrisonville, Missouri is a 4th class city located 30 miles south of Kansas City, Missouri with a population of approximately 10,000. Harrisonville Emergency Services is a department with up-to-date equipment with state-of-the-art EMS equipment. Currently employee’s 21 full time personnel including command staff that performs the challenging work of emergency medical care, fire suppression, fire prevention and rescue. The fire department operates a 24 hour Modified Berkley Schedule. The department operates one ALS engine, and two fully staffed ALS ambulances from one station.
JOB RESPONSIBILITIES
• Responds to emergency situations and incident to suppress fires, affect rescues/extrications, participated in searches, mitigate hazardous materials and perform other duties as assigned and capable.
• Operate firefighting tools, aerial equipment, emergency medical equipment, extrication and rescue equipment and a variety of related tools and vehicles.
• Provide basic and advanced life support and emergency medical care.
• Participates in on-going technical and physical training to maintain certifications.
• Cleans and performs routine maintenance and minor repairs to department facilities.
• Participates in fire prevention and safety education/promotional events. Conducts station tours and gives presentations and demonstrates the use of the fire suppression and safety equipment.
• Assists in documenting incident and provides incident information to appropriate agencies and supervisor.
MINIMUM QUALIFICATIONS: The city will send selected individuals to Firefighter I & II Training if necessary.

Under general supervision, the Animal Shelter Worker will provide daily feeding, cleaning and overall care of shelter animals as well as maintain shelter appearance and presentation. Work is performed under the direction of the Animal Control Supervisor.
Essential Functions
- Perform routing housekeeping duties necessary for optimal cleanliness and sanitation of all animal kennels and other routing assignments to maintain the shelter appearance and presentation.
- Ensure that all animals are fed, watered, bathed, and exercised in the manner necessary to maintain optimal comfort and health.

Under general supervision, ensures the safety of patrons of the aquatic facility by preventing and responding to emergencies. You must be safety minded and customer service oriented. - Opening and closing the pool each day according to scheduled hours.

(Must be able to work HCC opening shift starting weekdays at 4:50 a.m.; Sat. at 6:50 a.m. & Sun. at 9:50 a.m.)
Staff will provide customer service to all members and guests at the Harrisonville Community Center; oversee check in of members; assist in operation of photo ID computer to produce and distribute badges; operate cash register; register clients for memberships, classes & programs; answer and transfer phone calls; assist with the upkeep of the front desk as well as the upkeep of the fitness floor.
Must enjoy working with children and be willing to rotate between the front desk and tot-watch.
