Background
The position of Finance Director was established in April of 1999. The Finance Director, under the direction of the City Administrator, is responsible for the overall coordination and implementation of the financial and management information systems, and property management operations of the City.
Services & Programs
The Finance Director formulates recommendations to the City Administrator, regarding fiscal policy, long-range financial planning and purchasing policy. This position also:
· Prepares the city’s annual operating budget in conjunction with the City Administrator and Management Team
· Directs and supervises all accounting and financial management of the general operating fund, utility funds, grant accounting, and other accounts according to approved fiscal policies
· Coordinates cash forecasting and management functions
· Administers the long and short-term investments of city funds
The Director of Finance acts as liaison with the City’s independent auditor. When the City Administrator is not available the Finance Director acts in their place.
Billing Personnel
The Utility Billing Department is responsible for the billing of the electric, water, sewer and trash for the City of Harrisonville on a monthly basis.
There are two full-time and one part-time accounting clerks that take care of these responsibilities and field inquiries from customers. A full-time Customer Service Specialist assists the Utility Billing Department along with assisting inquiries of residents and visitors to the city.

Municipal Court
The Municipal Court is responsible for processing tickets and citations issued by various city departments. Municipal Court is also responsible for processing dockets in preparation for court sessions.
Court Schedule
Court is held twice a month; normally the first Wednesday of the month at 3:00 pm and the third Wednesday of the month at 5:30 pm.
Systems Administrator
The position for the Systems Administrator was established January 2002. The Systems Administrator, under the direction of the Finance Director, is responsible for the technical support in the installation, maintenance, operation, repair and replacement of all computer, network and associated equipment, operating systems and software programs. |
